Proposal for maintenance by Shri. Santhanam

PROPOSAL for maintenance of Sri Lakshmi Narayanan Temple, Moolangudi

Based on the assurances given by the members of the Moolangudi clan so far the following is proposed:-

(1) start paying a lump sum of Rs.1,000/- (Rupees One thousand only) to Sri Raman (the archagar who is attending the temple) from January, 2011 informing him that a sum of Rs. 200/- is included towards part payment of petrol expenses. It is also proposed that his pay scale be fixed as follows - Rs.800-75-1100-100-1500. In other words he will be paid a basic salary of Rs. 800 per month from January, 2011 plus Rs.200 towards petrol expenses, and from January, 2012 his monthly salary will increase to Rs.875 plus Rs.200=1075/- p.m. and so on, unless otherwise we decide to give one more increment. This is proposed to take care of inflation.

(2) He has the option to receive the money once in three months as is being done presently, or monthly if he so desires.

(3) we can send the money to his bank account at Kodavasal. Or alternatively we can pay him through my contacts at Oppiliappan Kovil once in a quarter (he goes to the temple at least once in a month as a substitute priest). He has one elder brother who is taking care of a temple at Kodavasal and he has an younger brother who assists him (they are taking care of about 5/6 temples in and around Moolangudi, Vembanur and Manchakudi - all temples situated on Kodavasal-tiruvarur route).

(4) Open a recurring deposit account for say 37 months (where the interest component is the maximum - 8% per annum) and once we reach a maximum of Rs. 300,000/- (Rupees three lakhs only) we stop our contributions towards the fund.

(5) based on the estimated interest the lump sum we will get after 3 years will be approximately Rs. 350,000/- which will be converted into a corpus fund and invested in long-term fixed deposits, with an option for payment of interest once in a quarter. This money will be spent towards archagar's salary and maintenance of the temple - like oil, flowers etc.

(6) now is the difficult part - how to operate the account and who will operate the account. My suggestion is that Radha Ananthanarayanan, Sridhar Srinivasan, Sriram Rengarajan and Ranganathan Raghunathan, Giridharan Ranganathan and Anuradha Satish be nominated as the Trustees and let them decide how to go about the operational side.

(7) I feel we should register this as a charitable trust with the Charities Commissioner, Madras and we have to draft a trust deed.

(8) Some of the important clauses in the trust deed to be incorporated are -

(a) each family will be represented in the trust by one person
(b) accounts to be maintained and quarterly, half yearly and yearly accounts statements shall be circulated to all the Moolangudi family members in a condensed format.
(c) both Internal Auditor and external Auditor to be appointed and their reports to be circulated.
(d) the bank account to be operated jointly by two or three trustees
(e) all decisions to be unanimous
(f) in case of disputes the Charity Commissioner's decision is final and binding
(g) funds to be invested in secured fixed deposits and insurance against loss to be taken
(h) all the trustees should meet at least once in 2/3 years

Draft of Trust Deed by Shri. Santhanam

Trust Deed
This Trust Deed entered into between the members of the Moolangudi extended family on this 9th day of October in the year two thousand ten.

1. The trust will be known as "Moolangudi Sri Lakshmi Narayanan Temple Trust"

2. The trust will have a minimum of five trustees who will be nominated by the family members of (1) Late Sengipatty R. Annaswami, (2) Late M.R. Krishnaswami, (3) Late R. Soundararajan, (4) Late R. Srinivasan, (5) Late R. Parthasarathy, (6) Late Vanju Srinivasaraghavan, (7) Late R. Veera Raghavan, (8) Late R. Rajagopalan, (9) Late Moolangudi Srinivasa Atthan, (10) Late Komala Rajagopalan and (11) Late Vedham Srinivasan.

3. Each family members of A. Ranganathan, R.A. Krishnan, A. Srinivasan, M.K. Ramaswamy, M.K. Rengarajan, M.K. Padmanabhan, M.K. Sridhar, S. Jagganathan, S. Vasudevan, S. Kannan, Dr. S. Ramprasad, S. Krishnaswami, Srinivas Veeraraghavan, Raghu Rajagopalan, A. Raghavan and A. Santhanam will nominate one member of their family as a stakeholder/member of the General Body of the trust. In the event of that member being unable to carryout his/her duties, another person can be nominated by that family.

The Trust shall be managed by five trustees and all of them will have equal status. In case of any difference of opinion or dispute among the trustees, the matter shall be referred to the family members mentioned in clause (3) above and their decision shall be final and binding.

4. The trust will be registered with the Charity Commissioner as a Private Trust. All efforts should be made to get Income tax exemption certificate. Further, annual returns should be submitted to the Charity Commissioner and Income tax department regularly, in time and without fail. Any liability due to failure of submission of returns shall be the sole responsibility of the Trustees and the Trust/general body shall not be liable for any financial loss due to transgressions of the Trustees and all losses shall be borne and made good by the five trustees. In that event the family members shall remove the five trustees and nominate new trustees to manage the operation.

5. The trustees shall be responsible for the satisfactory maintenance of the Sri Lakshmi Narayanan Temple at Moolangudi including it's upkeep, carrying out repairs wherever necessary, timely payment to Archagar/Priest and incidental expenses like oil, flowers, electricity charges, watchman, conducting regular poojas and festivals.

6. The Trustees may also participate in social activities in and around the Village of Moolangudi like poor feeding, donation of books, note books, writing instruments etc., to needy school children including contribution towards midday meals, subject to availability of funds at their disposal after meeting the expenses related to the temple maintenance.

7. The trustees shall nominate one of the family members as Internal Auditor who will audit the accounts periodically and send his report to all members directly.

8. Also an outside Auditor shall be appointed as per statutory requirements and his/her remuneration shall be approved by the General Body and paid by the Trust. The audited accounts and auditor's observations should be circulated to all the family members.

9. The contributions received from the members shall be deposited in a bank account opened for this purpose and the trustees will acknowledge and issue receipts for the amount/s so received promptly. The amounts so received in a calendar month, after payment of the Priest and after meeting incidental expenses, shall be put in secured fixed deposits. The deposits should be insured to avoid any loss due to unforeseen circumstances.

10. The bank account/s shall be jointly operated by three trustees and all accounts should be maintained in the name of the Trust.

11. For all expenditures other than the routine monthly expenses, all the members should be consulted and their consents are obtained, before incurring the additional expenditure. The reasons and justification for incurring additional expenses should be clearly mentioned in the communication to the members.

12. For the convenience of managing the Temple, the Trustees, after getting the consent of all the members, may invite one or two residents of Moolangudi Village to actively participate in the affairs of the Temple, but they shall not be allowed to participate in the working of the Trust and management of it's funds. This will be only managed by the trustees.

13. The Trustees and other family members should meet to review the affairs of the Trust as and when convenient.

14. The accounting year shall be April to March and the statement of accounts with the auditor's report should be sent to all members postmarked not later than 30th September. The first accounting year will be April 2011-March 2012.

Who is Kalyanaraman? by Shri. Santhanam

Some time back Mr. Raja Mohan, who is staying near the temple and who also looks after the temple informed me that one Mr. Kalyanaraman, son of Srinivasan from Madras came to the temple. He informed that his Grandfather is from Moolangudi. His grandfather's name is Annaswami.

Dear Moolangudi relatives

Latest update. Work is progressing very fast . I spoke once again to Sthapathi yesterday who has assured to complete the renovation work in a month's time. He asked me to send further Rs 20000/- . I have sent the same to Mr Saminathan to hand over the same. Both Saminathan and Karunanadhi visiting the site regularly to supervise the work. I spoke to Raman Archagar and he said he is going to temple daily and doing the daily puja. He also said the work is progressing fast. I have sent him 3 months salary for the month of Oct,Nov & Dec as I find it difficult to send every month.
